A former interior minister of Ingushetia and an active participant in the protests. In May 2019, he was placed on a wanted list in connection with a criminal case over the use of violence against law enforcement officers during the dispersal of a protest rally in Magas against the transfer of land to Chechnya. He was suspected of organizing the use of violence dangerous to life and health. In late December, it became known that Pogorov was also suspected of participating in an extremist community.

On 26 February 2021, Pogorov was detained in Nazran and taken to a pretrial detention center in Nalchik. On 25 May, he was transferred to house arrest, but the following day he was taken from a hospital to court and again placed in custody.

On 20 November 2025, the court sentenced him to nine years in a general-regime penal colony.
