In April 2007, Alim Timkanov from Tyumen was sentenced to two years and five months in prison for his involvement in a Hizb ut-Tahrir cell in Tobolsk, on charges of organising the activities of an extremist organization.

On 18 November 2019, Timkanov was detained following a search and subsequently sent to Kazan for interrogation. On 21 November, a court in Tyumen placed him in custody on charges of organising the activities of a terrorist organisation, again due to his alleged involvement in the Islamist party Hizb ut-Tahrir, which is officially classified as a terrorist organization in Russia despite having no direct ties to terrorism. On 4 August 2022, Timkanov was sentenced to 18 years in a high-security prison.
