On October 14, 2014, he was detained during a search. The next day he was arrested along with seven other people in connection with alleged involvement in the Islamic political party ‘Hizb ut-Tahrir,’ which has no ties to terrorism. On December 8, 2017, he was sentenced to 19 years and two months in a strict-regime penal colony. In February 2018, it was revealed that Khafizov had been placed in a disciplinary cell.

In May 2020, it was reported that a new case had been initiated against Khafizov for participating in the activities of a terrorist organization and recruiting into a terrorist organization. On August 5, 2021, Khafizov was sentenced to 16 years for the second case, bringing his total sentence to 23 years in a special regime penal colony, including a mandatory three-year term in prison, considering the unserved portion of the first sentence.
