A resident of Izhevsk, a follower of the "Jehovah’s Witnesses", reportedly an elder in the community according to the Investigative Committee. On 5 June 2024, a measure of restraint was imposed on him banning certain actions in connection with a case on organising the activities of an extremist organisation. On 12 November 2025, Talipov was sentenced to three years in a general regime penal colony.
