Resident of Alushta (Crimea). On 10 June 2019, he was detained and taken into custody the next day on charges of organising activities of a terrorist organisation in connection with his alleged involvement in the activities of the Islamist party Hizb ut-Tahrir. Later it became known that Khalilov was also accused of preparing for the violent overthrow of the constitutional order.
On 16 August 2021, he was sentenced to 18 years in a strict regime colony.
On 20 August 2025, Khalilov was released from serving his sentence due to a serious illness. However, on 14 October 2025, the appeal court satisfied the prosecutor's complaint and ordered to take Khalilov back into custody. On 20 October, the lawyer reported that Khalilov was free and had returned home. On 8 November 2025, he was detained again.
