Resident of the Kherson oblast (Ukraine). The village where he lived belonged to the territory that was occupied by Russian troops. On 3 May 2023, Khalilov's home was allegedly searched. On 7 May it became known that he was detained. On 25 May, Khalilov was taken into custody in a case of participation in an illegal armed formation, namely the Crimean Tatar Volunteer Battalion named after Noman Chelebidzhikhan, which apparently had not been functioning for a long time when the prosecution took place. On 16 November 2023, he was sentenced to three and a half years in strict regime colony.
