Resident of the Zabaykalskiy Kray region. Civil activist, worked as head of the heating network under the Ministry of Defence. A case was brought against him for dissemination of knowingly false information about the Russian Armed Forces. On 30 May 2022 Mylnikov was sentenced to a fine of one million rubles.

In November 2024, Mylnikov was searched. He was taken into custody on charges of participation in the activities of a terrorist organisation due to his involvement in the Artpodgotovka movement. The reason for the case was Mylnikov's participation in chats and agitation in support of the movement in 2020-2021, as well as receiving "revcoins" for participation in the Artpodgotovka's action in Moscow on 5 November 2017.

On 24 December 2025, the court sentenced him to 15 years in prison, three of which he must serve in prison and the remaining term in a strict regime colony.
